Have another hero transport troops from Al Safir to other cities, so Zehir can summon them. Use the shipyard (7) and sail to the South.

Gather all the undead units and form them into a second army, led by a hired necromancer. Now you can easily capture two necromancers' cities (5) and (6). The ability to control war machines is very handy.
